Does state apprenticeship program discriminate?

A new state audit calls on the Wisconsin Department of Workforce Development to do more to encourage construction contractors to diversify their hiring. In a review of data from the past decade, the audit finds that minorities and women make up a significant percentage of those approved for the state apprenticeship program – but only a small percentage of those accepted by companies.
Data collected in the audit shows that in the Milwaukee metro area, minority applicants make up about 37 percent of the people approved for the state apprenticeship program – but only 16 percent of those actually placed with companies as apprentices. In the rest of the state, minorities make up about 7 percent of people approved for the program but only 3 percent of actual apprentices.
