The phrase "affirmative action" is commonly credited to
President Kennedy's 1961 executive order that created the Committee on Equal
Employment Opportunity and mandated that projects financed with federal funds
"take affirmative action" to ensure hiring and employment practices are free of
racial bias.
In a 1965 speech to the graduating class at Howard
University, President Lyndon Johnson framed the concept — that recognition of
legal equality alone does not suffice to remedy the consequences of past racial
discrimination.
